Connect to ongoing PSTN call

I have SPA 3000 gateway connected to a AsteriskNow server. The calls are routed from the existing PSTN phone system from my provider, through the SPA to a few soft- and hardphones connected to the AsteriskNow VM. I am currently unable to connect to an ongoing call on the PSTN network. I use this setup to experiment. I have a pattern (999), that opens the trunk and connects a SIP phone to the PSTN to obtain the PSTN dialtone. When there is an ongoing call on the PSTN, the following shows up in the console when I dial 999.

I am trying to get the SPA to disregard the CONGESTION status and open the line anyway, as you would do by pickup up a regular corded phone.

Is there any way to achieve that? Any help would be greatly appreciated.
