voice mail msg files empty depending on call flow

Asterisk Ver. 12.8.1
FreePBX 12.0.64

I have a situation where the voice mail msg000.wav file is only 44 bytes when the system is in Night Mode. To troubleshoot I created a duplicate call flow from Inbound Routes to duplicate Call Flow Control so I could put the system in "Night Mode" for calls from my cell phone only, and I replicated the problem (couldn't replicate the problem on a different Asterisk system with exact same versions). On this troubled system I even managed to isolate the problem to the inbound Toll Free number, worked fine on our "Local" number/trunk - both with CallCentric, all I changed on my dummy/test Inbound route was the DID!

This is all I see in the Console or Logs:

By changing the incoming call flow as shown in attached image, voicemail works fine in both day and night modes!
