How to Forward Calls to Outside Line

We are running a current version of Asterisk Now and would like to allow employees to forward their desk phone to their cell phone. We tested on a single line, internal calls reach the cell phone but calls from the outside go to the employee's voice-mail. We assume the problem is caused by some form of toll fraud security (e.g. between Dialplan Contexts) preventing outside trunk to outside trunk calls. Is there a way to allow such calls in general or to specific destinations? Thank you.

Asterisk is a tool kit. What you describe seems to have been implemented on top this. You need to contact the people who did that, presumably the FreePBX people.

Asterisk imposes no restrictions, but an be programmed to impose them.
