Handle E1

I have an E1 link and i use asterisk as voip pbx ,my problem is in configuration it and that is my E1 link can answer to calls that start with 8978.it can answer to call with 5 digit numbers like 8978x and 6 digits like 8978XX and 7 digits and 8 digits.
in my company they want to answer just 8 digits numbers so i add a dial plan like this :
[from-pstn-8978]
exten => _8978XXXX,1,Goto(from-pstn,${EXTEN},1)
in extension.conf to answer just 8 digits numbers,and change dahdi configurations to start with this dial plan. but when others dial from out for example 89788978 they hear this number is not exit and when i saw cli command and logs i fount asterisk detect 89788 and because of my dial plan asterisk reject this number,i want to know how i can say to asterisk to wait until 8 number digit , then answer it .

It sounds like you are overlapping contexts - just be sure your inbound and outbound rules are defined in different contexts
