i have been using hylafax+iaxmodem+asterisk+sangoma card.

pls advise how to integrate digium fax with hylafax similar to the above scenario.

Free Fax is similar to iaxmodem+hylafax, both of them have virtual modem and receiving/sending mechanism.
Hylafax has sendfax application for sending (or java api or something else that You can use), for FFA you have to provide tif file. And this requires some sripting (and converting documents to tif)
Receiving looks similar, if You want to have fax2email function.. write a script that will run after receiving a fax.
Storing received faxes as tif's in directory - FFA and iaxmodem+hylafax do this.

does Free FAX create /dev/ttyS* (a virtual modem interface for hylafax)?

No. There is no modem device.
You can test it. 1 free license is for 0 $.
FFA is a dialplan application.
